Responsibilities of U.S. Importers
According to U.S. product safety regulations, importers are responsible for ensuring that children's products comply with all applicable safety requirements before entering the U.S. market. Their key responsibilities include:


  1. Issue the Children's Product Certificate (CPC)
    The importer must prepare and sign the Children's Product Certificate (CPC) based on valid third-party laboratory testing. The CPC serves as an official declaration that the product complies with all applicable U.S. children's product safety regulations.

  2. Submit CPC eFiling Information

    Beginning July 8, 2026, importers must electronically submit CPC information through the CBP ACE system before products arrive at a U.S. port of entry. This new eFiling requirement improves product traceability and strengthens product safety oversight throughout the import process.

  3. Maintain Compliance Records
    Importers are required to retain the CPC and all supporting documentation—including laboratory test reports—for a minimum of five years. Maintaining complete records is essential for demonstrating ongoing compliance during inspections or regulatory reviews.
